Flatter was born in Vienna in 1894. In 1914 he became a student at Vienna Academy of Art, but his studies were interrupted by World War 1, when he served as an infantry officer. After the war he became a professional portraitist; in 1934 he married the concert pianist Hilda Loewe and, fleeing Nazism, settled in London. A strong anti-Nazi he produced propaganda for the Allies and attended the post-war Nuremburg War Trials as the official British Artist.
